The Three Rivers Regional Commission (TRRC) is a 10 county regional planning commission that covers the West Central Georgia portion of the state, and includes Butts, Carroll, Coweta, Heard, Lamar, Meriwether, Pike, Spalding, Troup, and Upson Counties.
The TRRC is a quasi-governmental regional planning organizations created and managed under Georgia law by their member local governments. The TRRC performs many functions, but essentially develops, promotes, and provides comprehensive planning and development services that seek to make the local communities in its region better places to live and work. The TRRC provides professional technical assistance to state and federal agencies as well as to local governments in advancing quality growth and development.
The TRRC helps to plan and implement, guide and direct, provide a regional forum and a regional conduit, recognize and resolve both local and regional problems, and helps to point out regional opportunities as well as matters of mutual concern. The TRRC provides services in the areas of planning and land-use development, transit, transportation planning, grant writing and administration, economic development, historic preservation, and geographic information systems development and implementation to member jurisdictions within each region.

Membership with the TRRC is automatic for governments within the region, while an appointed Council is responsible for establishing TRRC’s policy and directive as provided or authorized by law. Council membership for the TRRC is comprised of not less than two nor more than five representatives from each member county served by the TRRC, including at least one elected or appointed municipal government official from each member county and at least one elected or appointed county government official from each member county. The TRRC’s bylaws also authorize the TRRC to include nonpublic council members.
